2020-2024 Notice of Funding Availability

Notice of Funding Availability (NOFA):
Solicitation for federal aid to support transportation projects
Lake, Porter, and LaPorte Counties, Indiana

The Northwestern Indiana Regional Planning Commission (NIRPC) is soliciting proposals for transportation projects within Lake, Porter, and LaPorte Counties. Project applications submitted to NIRPC will be considered for inclusion into the 2020-2024 Transportation Improvement Program (TIP). This NOFA seeks to award funding from the following federal grant programs:

  • Federal Highway Administration (FHWA) funding:
    • Congestion Mitigation and Air Quality Improvement (CMAQ)
    • Highway Safety Improvement Program (HSIP)
    • Surface Transportation Block Grant (STBG)
    • Transportation Alternative (TA)
  • Federal Transit Administration (FTA) funding:
    • Section 5307: Urbanized Formula Grants
    • Section 5310: Enhanced Mobility of Seniors & Individuals with Disabilities
    • Section 5337: State of Good Repair Grants
    • Section 5339: Bus and Bus Facilities Infrastructure Investment Program

All project applications must be submitted to NIRPC no later than Friday, January 11th at 5pm. Applications must be submitted to Transportation Projects Manager, Charles Bradsky via email at cbradsky@nirpc.org.

Background

On November 15, 2018, the NIRPC Commission approved the process that prioritizes, ranks, and scores eligible transportation projects for federal funding. This process was developed in conjunction with development of NIRPC’s 2050 long range plan. Funding priorities were developed from public visioning meetings where 16 critical paths were identified to shape Northwestern Indiana’s future.

Eligible Projects

Eligible projects include transportation projects that will be implemented between 2020 and 2024, by an eligible applicant. Specifics to the eligibility of each project vary greatly between grant programs. Applicants are encouraged to be familiar with federal eligibility requirements for individual grant programs before submitting an application.

Eligible Applicants

  1. Cities and towns within the Northwestern Indiana planning region
  2. Counties within the Northwestern Indiana planning region
  3. State agencies, including state-assisted public colleges and universities
  4. NIRPC, on behalf of itself or other multiple units of government
  5. Transit operators currently receiving FTA funding
  6. Human-service agencies, private transportation providers (limited funding available)

Application Requirements

Digital applications are available based on program type. Only one application may be submitted per project.

Scoring criteria for a project may require referencing specific spatial data. The following link is a reference for all maps used in scoring each of the applications. Please review the maps in this document to complete each project application.
