MINUTES


In attendance were Michael Jabo, Denny Cobb, Duane Alverson, Dean Button, Jake Dammarell, George Topoll, Tim Burkman, Adam McAlpine, Eric Wolverton, Bob Thompson, Sandy Kolb, Mark O’Dell, John Novacich, Jeff Huet, Denarie Kane and Marino Solorio. Joyce Newland participated via conference phone. NIRPC staff included Charles Bradsky, Trey Wadsworth, Peter Kimball and Candi Eklund.

Charles Bradsky called the meeting to order at 9:03 a.m. with the Pledge of Allegiance and self-introductions.


FY 19-22 Spending Plans Probably Solution

Charles Bradsky presented on the spending plan and the recommended solution to eliminate the deficits. The spending plan deficits are a result of INDOT changing the rules on carry over funds and the past practices. Every one affected by these deficits were contacted by phone and were given time to speak with their elected officials. Charles reiterated that projects affected are being moved one year and not being eliminated. Also, any project moved will be placed on a letting date of that communities choosing within the fiscal year. Charles stated there will not be any changes to the TIP because the projects are only changing their year and not the scope.


The recommended changes to FY 2019 and FY 2020 were examined. The total available obligation authority per fiscal year was ($6,130,838) and the revised total available obligation authority per fiscal year were ($138,576).


Dennis Cobb asked if all projects were included in the TIP. Charles offered to setup a meeting off-line to discuss these concerns further for anybody needing his assistance. Dennis Cobb requested a math check be performed on the spreadsheets distributed to insure data being reviewed is correct, especially with INDOT’s new criteria and time frame. Charles also offered to meet with Dean Button on the potential monetary inconsistencies with the projects for Hammond. These concerned issues highlight the need for the electronic TIP (RTIP) because it will help to be more open and transparent.


During the discussion of the recommended changes to FY 2021 & 2022, Charles stated that projects in FY 2019 will get moved to FY 2020. Dean Button stated for the record, “Hammond rejects the spending plan and will be voting against the proposed changes to Hammond’s Chicago Avenue project”. Jeff Hu requested that Charles confirm the score sheet for Hammond’s project due to conflicting scores.


Charles Bradsky presented the recommended changes to FY 2022 but stated they are not officially in the TIP due to the official tip only going to 2021. Charles will send an email on Friday, July 6 regarding moving projects from 2022 to 2023.


Dennis Cobb suggested tabling the recommended changes until next month to allow for accounting overview and an over-all list of projects. He also suggested it be presented two weeks in advance of the next TROC meeting so the issues can be resolved. It was also suggested by Michael Jabo to hold an ad hoc meetings

with anybody affected by these recommended changes in each community. A motion was passed to table the process and have ad hoc meetings with each community invited within the next two weeks.


New Amendment Process

With the introduction of RTIP, NIRPC is engaging in a quarterly amendment process. But, in 2019, there will be five amendments. NIRPC will have a 30 day public comment period for all projects, based on the Commission vote. Once finalized, Charles will distribute the schedule.


Amendment

Charles discussed Amendment #13, Resolution 18-10. This is the same amendment as voted on in May with the addition of four new projects for Gary which will be discussed at the next meeting. There was opposition to the addition to those Gary projects, so they May amendment was allowed to stand (without the last 4 lines for the City of Gary). Since that amendment was already approved, no action was necessary. The INDOT amendment has two new line items. A motion by Dean Button and a second by Marino Solario, amendment

#14 was approved.


New Business

The electronic TIP is available in draft mode. Charles can provide access to the RTIP. The RTIP allows communities to make modifications and add to amendments. The internal access can be found at: https://rtip.nirpc.org/secure/login.asp. Charles will send everyone the link to this website. He wants everyone to go in and apply for exceptions and view their projects. The data was taken directly from the latest TIP. If there are any errors, or if anyone has any feedback, please call Charles, since he is currently doing validation of the data.


The next meeting of the Transportation Resource Oversight Committee will be held on July 24, 2018 at 9 a.m.


This meeting was the last for Tim Burkman of Valparaiso. He has accepted the position of Executive Director of the Macatawa Area Coordinating Council, the MPO located in Holland, Michigan. Adam McAlpine will take over his position of ERC and City Engineer for Valparaiso. We wish Tim the best of luck and will miss him.


Hearing no other business or other comments, Charles Bradsky adjourned the meeting at 10:50 a.m.
