NIRPC staff will discuss and solicit feedback on strategies to pursue in the 2050 Plan. The strategies identified in the 2050 Plan will be focused upon the four Plan vision statements and guide future NIRPC planning activities.

Surface Transportation Committee Meeting NIRPC Lake Michigan Room

November 8, 2018


Jeff Huet called the meeting to order at 9:07 a.m. with the Pledge of Allegiance and self-introductions. Present were Mark O’Dell, Town of Chesterton; Jeff Huet, Town of Schererville; Dean Button, City of Hammond; Duane Alverson, Lake County Highways; Dennis Cobb, First Group Engineering; Jake Dammarell, Butler, Fairman & Seufert; Mike Jabo, DLZ; and Vince Epps, Metric Environmental.


NIRPC staff present were Trey Wadsworth, Mitch Barloga, Scott Weber and Mary Thorne. There was no public comment.

The October 2, minutes were amended to change the date of the November meeting from the 6th to the 8th. On a motion by Mike Jabo, seconded by Dean Button, the October 2, 2018 minutes were approved as amended.


Federal Highway Administration Performance Targets – Scott Weber presented Performance Targets for safety, pavement condition and bridge condition and system reliability, freight and congestion mitigation air quality. These are targets and not goals. On a motion by Mark O’Dell and a second by Dean Button, the committee voted to recommend the three targets for favorable recommendation by the Technical Planning Committee to the NIRPC Commission for adoption.


2020-2024 Transportation improvement Programmatic Approach and Scoring - Mitch Barloga presented the final project type and criteria scoring for new roadways and roadway improvements, which will be used to recommend allocations of funding to the Technical Planning Committee. These revisions were based on this committee’s previous input. Program criteria and points were reviewed by the Committee and changes were made live as needed based on consensus of the group. The NOFA will be out in late November. Submissions are due in January.
