Tim Hollandsworth (INDOT), Dennis Cobb, Trisha Nugent, Eric Wolverton (ASI), Christopher Murphy (Structure Point), Jake Dammarell (BF&S), Kevin Breitzke,
NIRPC staff included Charles Bradsky, Kevin Polette, and Flor Baum.
Charles called the meeting to order at 8:06 a.m. with the Pledge of Allegiance. Approval of Minutes
On motion by Jill Marr and second by Jeff Huet, the November 26, 2019 and December 11, 2019
Lake and Porter meeting minutes were approved as presented.
Public Comments
There were no public comments.
2020-2024 Transportation Improvement Program Requests
Charles noted that Change Order (CO) funding has priority over requests. However, the amount cannot exceed 100 thousand dollars per project. The committee agreed to prioritize the CO requests and made the following plan:
Des # 1601157 for 109th and Delaware in Crown Point currently there are no CE funds in FY-
20. Therefore, they have requested $193,500.00 for CE.
Des # 1901948 for 113th and US 231 in Crown Point has been tabled.
AJ Monroe requested a Change Order (CO) for $128,000.00 to add a traffic signal back into the project for Des #0900080; Willowcreek Rd and Central Ave. Letting was in November.
Portage also requested a CO for $143,200.00 towards Des #0600754; Central Ave East.
A.J. Monroe informed the committee that the city of Portage is returning 200 thousand dollars. A.J. requested for $29,000.00 of the returned money be moved to the Marquette Greenway Trail project.
Des #1601159 for Valparaiso’s Ransom Rd project has been removed. This is no longer a request.
Merrillville’s Des #1006787; Mississippi St, and Des #1901949; sidewalks along Broadway, have been tabled.
Valparaiso has requested $260,484.00 for Des #1902686 for Campbell St and Lincoln Ave Roundabout in Valparaiso.
The city of Gary has requested $61,894.00 in PE funds for Des #1802973; 15th Ave road reconstruction. Right of Way (RW) has not been cleared. The city of Gary has requested the remaining funds go to Des #1801738.
The city of Gary has also requested $160,00.00 in PE funds for Des #1801738; Complete Streets elements on US 12/20 and Lake Street.
Dean Button requested a CO for $81,426.00 on Des #1297017; Chicago Street. Phase 3 is complete. The city of Hammond had previously been approved for a CO of $80,000.00.
Bob Thompson requested an additional $156,000 for 1700500 for completion of the NEPA document. FHWA is requiring Porter County to complete one NEPA document for the entire Willowcreek corridor.
Last fall, Hobart requested $90,000 CE for Des # 1592275.
A motion was made by Jill Marr and a second by Dean Button to approve all aforementioned funding. The motion passes unanimously.
In addition, an amended motion was made by Jill Marr and a second by Phil Gralik to Table Des # 1901948 for 113th and US 231 in Crown Point, Des #1006787 for Mississippi St, and Des
#1901949 in Merrillville. The motion passes unanimously. New Business
Tim Werner from Ciorba Group presented on the practice of using Qualifications—based Selection (QBS). QBS can match the right person for the project and reduce cost.

Charles informed the committee that there were technical difficulties while streaming the meeting.
